Article 1 In order to normalize the manufacture license work of the steel plate (strip) of boiler and pressure vessel, this Regulation was formulated according to "Regulations on Safety Supervision of Special Equipment" (hereinafter referred to as "Regulations").
Article 2 For the steel plate (strip) of boiler and pressure vessel [hereinafter referred to as steel plates (strip)] used in the territory of People's Republic of China, its manufacture license shall meet the requirements of this Regulation.
The steel plate (strip) manufacturer (hereinafter referred to as manufacturer) shall acquire corresponding "Special Equipment Manufacture License"(hereinafter referred to as "Manufacture License") according to the requirements of this Regulation. Then its steel plates (strips) may be manufactured into the pressure parts and components of boiler and pressure vessel (including gas cylinder).
Article 3 Manufacture license of steel plate (strip) shall be undertaken through appraisal and evaluation of manufacturer and type test for his products.
Article 4 The manufacture licensing extent of steel plate (strip) shall be determined according to the designation (code), specification and delivery condition of the plate (strip) based on the relevant safety technical regulation and its standard. The main standards as follows:
GB 713-2008 Steel plates for boiler and pressure vessels;
GB 6653-2008 Steel plates and strips for welded gas cylinders (Note 1);
GB 3531-2008 Low alloy steel plates for low temperature pressure vessels;
GB 19189-2003 Quenched and tempered high strength steel plates for pressure vessels
GB 24511-2009 Stainless steel plate, sheet and strip for pressure equipments.
Note 1: The manufacturer adopting GB 6653-2008 "Steel plates and strips for welded gas cylinders", when this standard cannot adapt to the requirements from the materials for welded gas cylinders, shall supplement enterprise standard and the enterprise standard shall pass through the assessment according to the relevant requirements.
Article 5 The General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China ( hereinafter referred to as "AQSIQ") be in charge of the manufacture licensing work of steel plate (strip) and issues Manufacture License (see Annex A for the format).
Article 6 Manufacture License keeps valid for 4 years. The manufacturer acquiring Manufacture License shall apply the licensing mark and the No. of the Manufacture License on the steel plate (strip) products ( hereinafter referred to as products) and their material quality certificates (see Annex B for the format and requirements).
Article 7 The appraisal and evaluation institutions(hereinafter referred to as appraisal and evaluation institution) engaged in the appraisal and evaluation for the manufacture license of steel plate (strip), and the type test organizations (hereinafter referred to as type test organization) engaged in the related type test shall be publicized by the State Administration for Quality Supervision and Inspection and Quarantine.
