Article 1 This regulation was developed in order to standardize the appraisal and assessment works for special equipment licensing and ensure the scientificalness, objectiveness, fairness, justness and performance quality appraisal and assessment for special equipment licensing.
Article 2 This regulation is applicable to the appraisal and assessment for the special equipment licensing (including raw materials, parts, safety accessories and safety protection system) on manufacture, installation, alteration and repair within the borders of the People's Republic of China.
Article 3 The departments engaged in the appraisal and assessment works for special equipment licensing (hereinafter referred to as "Appraisal & Assessment Department") shall conduct the appraisal and assessment works within the scope approved by the licensing implementation authority in accordance with those specified in "Regulation on Safety Supervision of Special Equipment", "Management and Supervision Regulations for Appraisal and Assessment of Administrative Licensing of Special Equipments" (hereinafter referred to as "Appraisal and Assessment Regulations") and this regulation.
Article 4 After the licensing application being accepted by the licensing implementation authority, the application organization for special equipment licensing on manufacture, installation, alternation and repair (hereinafter referred to as the "application organization") will invite the Appraisal & Assessment Department for field appraisal and assessment timely and submit the following information to the Appraisal & Assessment Department;
(I) Application for Special Equipment Licensing (has already been accepted, first original);
(II) "Invitation for Appraisal and Assessment for Special Equipments" (see Annex 3 in "Appraisal and Assessment Regulations" for the format, in triplicate);
(III) Special Equipment Quality Assurance Manual (one copy);
(IV) Appraisal Report of Design Document and Production-type Test Report (one copy, if required in the safety technique specifications and the corresponding standards).
Article 5 After accepting the invitation, the Appraisal & Assessment Department shall comprehend the trial products (trial installation, alteration and repair of equipments) and the condition of related preparation works of the application organization. The trial products (trial installation, alteration and repair of equipments) shall meet and cover the accepted licensing projects, please see Annex A for the quantity of trial products (trial installation, alteration and repair of equipments). The Appraisal & Assessment Department may adjust the trial products (trial installation, alteration and repair of equipments) appropriately according to the physical circumstances of the application organization, but must determine the trial products when accepting the invitation.
