1.0.1 This standard is formulated with a view to enhance the management on the constructional quality of railway engineering, unify the acceptance of the constructional quality of railway bridge and culvert engineering and assure the engineering quality.
1.0.2 This standard is applicable to the acceptance of the constructional quality of newly-built or reconstructed full gauge railway bridge and culvert engineering for those passenger trains with design running speed of or less than 160km/h that share railways with cargo trains. Alternate standards shall be developed separately for the acceptance of the constructional quality of other railway bridge and culvert engineering as well as the new technologies, new process, new facilities, new materials that are not concerned in this standard.
1.0.3 As the subject of the constructional quality control of engineering, the construction organization shall carry out overall process control on the constructional quality of engineering; the development organization, supervision organization and the investigation & design organization all shall carry out progress control on the engineering quality of each construction phase according to those specified in the relevant regulations.
1.0.4 The construction of the railway bridge and culvert engineering shall implement the sustainable development strategy of national economy, fulfill such works as environmental protection and soil conservation well, utilize the resources rationally and accomplish civilization and security.
1.0.5 The quality data acquired in the inspection and detection on the constructional quality of railway bridge and culvert engineering shall be true and reliable and comprehensively reflect the condition of engineering quality, and the methods and instruments adopted in the inspection or detection shall be in accordance with those specified in the relevant standards.
1.0.6 The requirements on the constructional quality as specified in the contract documents and engineering technical documents adopted in the construction of railway bridge and culvert engineering shall not be less than those specified in this standard.
1.0.7 The acceptance of the constructional quality of railway bridge and culvert engineering shall not only comply with the requirements stipulated in this standard, but also those in the current relevant national standards.
