1 General Provisions
1.0.1 This standard is formulated with a view to implementing highway engineering construction supervision system and making standardization of supervision works.
1.0.2 This standard is applicable to the construction supervision for the highway engineering projects in which engineering supervision system is implemented, and it may apply to maintenance engineering supervision by reference.
1.0.3 Supervision mechanism shall be carry out the works in accordance with the requirements of the following laws, regulations and documents:
1. National and local laws and regulations.
2. National, professional, and local standard, specifications and codes relevant.
3. Supervision contract.
4. Construction contract.
5. The relevant documents at the pre-engineering stage.
6. Engineering design documents and drawings.
7. The relevant letters in the implementation process of the engineering.
1.0.4 A engineering project supervision contract must highlight the responsibilities and authorities of both parties.
1.0.5 The supervision organization shall, based on the requirements of Article 1.0.3 herein, implement supervisory management on engineering quality, safety, environmental protection, expenses and progress in accordance with the responsibilities and authorities agreed in the supervision contract.
1.0.6 The development organization must enforce strictly the national laws and regulations on project construction quality control, safe production, environment protection, etc., and provide legal, standard and ordered supervision working environment.
1.0.7 The supervision for highway engineering construction shall, besides meeting the requirements stipulated in this standard, meet the requirements specified in the relevant current national and professional standards and codes.
