This standard specifies the technical requirements for vehicles applying for engaging in road transport and in-use road transport vehicles and the detecting methods (hereinafter referred to as inspection methods) for in-use road transport vehicles.
This standard is applicable to vehicles applying for engaging in road transport operation and engaging in road transport operation; vehicles engaging in driver teaching and other activities related to road transport may also refer to the provisions of this standard.

3 Terminologies and Definitions
