This standard specifies the criteria and methods to identify major hazard installations for dangerous chemicals.
This standard is applicable to those enterprises or organizations engaged in production, use, storage and operation of dangerous chemicals.
This standard is not applicable to:
a) Nuclear facilities and plants processing radioactive substances, excluding departments handling non-radioactive substances in these facilities and plants.
b) Military installation;
c) Mining industry, excluding processing process and storage activities relating to dangerous chemicals;
d) Transportation of dangerous chemicals;
e) Offshore oil and natural gas exploitation activities.

3 Terms and Definitions
For the purpose of this standard, the following terms and definitions apply.
3.1 Dangerous chemicals
Chemicals are of flammable, explosive, toxic, harmful etc. characteristics, and can do harm or damage on person, facilities and environment.
3.2 Unit
One (set) production equipment, facility or site, or several (sets) production equipments, facilities or sites belonging to the same production-operation unit provided that the edge distance of them is less than 500m.
3.3 Threshold quantity
For the purpose of dangerous chemicals quantity in unit equals to or exceeds the stated quantity for some kinds or categories of dangerous chemicals, this unit shall be determined as major hazard installations.
3.4 Major hazard installations for dangerous chemicals
Unit chronically or temporarily used for produce, processing, use or storage dangerous chemicals and the quantity equals to or exceeds the threshold quantity.
4 Identification of Major Hazard Installations for Dangerous Chemicals
4.1 Identification criterion
4.1.1 Identification criterion of major hazard installations for dangerous chemicals is the hazard characteristics of dangerous chemicals and its quantity, which is detailed in Table 1 and Table 2.
4.1.2 The determination methods for threshold quantity of dangerous chemicals cover:
a) For dangerous chemicals listed in Table 1, their threshold quantity shall be determined according to those specified in Table 1;
b) For dangerous chemicals not listed in Table 1, their threshold quantity shall be determined according to those specified in Table 2, and multiple-hazard dangerous chemicals shall take the lowest threshold quantity.
