1.0.1 This Code is formulated with a view to implementing national relevant principles and policies in design of electric vehicle charging station, unifying technical requirements, and achieving safety and reliability, advanced technology, economy and rationality.
1.0.2 This Code is applicable to the design of electric vehicle charging station adopting vehicle charging mode.
1.0.3 Design of electric vehicle charging station shall meet the following principles:
1 Implement national laws and regulations and meet the requirements of national economic and social development planning in regions.
2 Be in coordination with general planning and urban planning in local areas.
3 Meet the requirements of fire safety, electrical safety and environment protection.
4 Actively and steadily adopt new technique, new equipment and new material to promote technological innovation.
1.0.4 Design of electric vehicle charging station shall not only meet those specified in this Code, but also shall also meet the requirements of relevant current relevant national standards.
2 Terms and Symbols
2.1 Terms
2.1.1 Vehicle charging mode
The charging mode that electric vehicle is directly connected with charging equipment through charging connection device.
2.1.2 EV charging station
The location that adopts vehicle charging mode to provide electric energy for electric vehicle; it shall consist of 3 or more than 3 sets of electric vehicle charging equipment (at least one set of off-board charger) as well as relevant auxiliary equipment such as power supply equipment and monitoring equipment etc. (hereinafter referred to as "charging station").
2.1.3 Charging system
The system consisted of all the charging equipment, cables and relevant auxiliary equipment in charging station.
2.1.4 Charging equipment
The equipment connected with electric vehicle or power battery and providing electric energy for them, including on-board charger, off-board charger, AC charging piles and other equipment.
2.1.5 Off-board charger
A special device, fixed on the ground, converting AC electric energy in the power grid to DC electric energy that charges the power battery of electric vehicle by way of conduction.
2.1.6 AC charging piles
A special device providing AC electric energy for electric vehicle with on-board charger by way of conduction.
2.1.7 Battery management system (BMS)
The system that may control input and output power of power battery, monitor states of battery (temperature, voltage and state-of-charge) and provide communication interface for the battery.
2.1.8 Monitoring system of charging station
The system that collects such information as power supply equipment conditions, operating state of charging equipment, environmental monitoring and alarm, and applies computer and network communications technology to realize the monitoring, management and control on the station equipment.
2.2 Symbols
2.2.1 Output voltage of charger:
n - quantity of in-line battery cells in power battery of electric vehicle;
Ku - margin coefficient for output voltage of charger;
Ucm - maximum voltage of battery cell (V).
2.2.2 Output DC current rating of charger:
Kc - margin coefficient for output current of charger;
Im - maximum permissible continuous charging current (A) of power battery of electric vehicle.
3 Scale and Site Selection
3.1 Scale
3.1.1 Layout of charging station should be determined in combination with the type and inventory of electric vehicles; meanwhile, it shall take full advantage of such utility facilities as power supply, traffic, fire-fighting and drainage.
